It convenes annually and is summoned by the Council of the Union. Active advocates who do not have outstanding debts to the Union can participate in the Congress. The Congress can also be convened in an extraordinary session to solve &#8220;exceptional situations&#8221; from the Union.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Congress has the following main powers:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>approving the Statute of the profession of advocates<\/li>\n\n\n\n<li>approving the Code of ethics of advocates<\/li>\n\n\n\n<li>elects and dismisses the President of the Union and the members of the Licensing and Ethics Commissions<\/li>\n\n\n\n<li>hears the activity reports of the Council and the commissions of the Union and the report on the execution of the Union\u2019s budget<\/li>\n\n\n\n<li>decides on the relationships between territorial bar associations<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The Congress is the supreme governing body of the Union.
